Universal Application
Developing a single online application system that can be used to prescreen applicants for all supportive housing sites across the Greater Hartford region. Targets chronic and episodic homeless populations.
Currently, people who become homeless in the Greater Hartford region have to learn about, locate, and go to all the housing agencies across the region, fill out different housing applications at each site, track all the applications for months as their names move up on the waitlists, and hope that when there is an opening, the housing agencies are able to find them. This is quite challenging when many people experiencing homelessness do not have a phone, do not have an address to receive mail, do not have their own transportation, and are constantly having to move from shelter to shelter. Additionally, many have disabilities that make these hurdles very challenging.
Journey Home is working now to plan and assess the development of an online Universal Application to overcome many of these challenges.
Identified Strengths of a Universal Application:
- Someone facing homelessness will be able to go to any housing agency to fill out the online universal application with the assistance of a case manager.
- There will only be one application to fill out and track, rather than many. (particularly helpful to people with disabilities)
- All housing programs for which the person is eligible will be identified immediately upon filling out the application.
- Individuals and families experiencing homelessness will be easier to locate when there is an opening, due to monthly meetings of staff from all the shelters to review applications.
- An online application will provide client confidentiality protection features.
- Data sharing will meet federal Housing and Urban Development goals.
- The online process will create less paperwork.
- There will be fewer lost applications.
- There will be more efficiency in tracking and accessing applications.
- There will be a more fair and transparent application process.
- The data will be compatible with the federal Homeless Management Information System.
